North Carolina's gubernatorial race was undecided 10 days after the Nov. 8 vote and new allegations by the Republican incumbent's campaign about felons and dead people casting ballots could leave the outcome in limbo for weeks. Republican Governor Pat McCrory, trailing Democratic challenger Roy Cooper by about 6,300 votes according to the state elections website Friday afternoon, has not conceded

The Obama administration has introduced a ban on offshore oil drilling in the Arctic for at least five years. The move is a significant victory for environmentalists who have campaigned for years against drilling in the ecologically fragile region. But the ban could be overturned by Donald Trump, who has previously pledged to increase offshore drilling.  
Turkish bill clears men of statutory rape if they marry
A bill which would allow men accused of raping underage girls to be cleared if they marry the girl has been preliminarily backed by Turkish MPs. The bill would pardon men only if they had sex without "force or threat" and if they married the victim. Critics say it legitimises rape and child marriage, and lets off men who are aware of their crime.

Outgoing US President Barack Obama and EU leaders have reaffirmed their commitment to Nato unity and sanctions against Russia over the Ukraine crisis. Meeting in Berlin, they also criticised Russia's air strikes in Syria. It was their first summit since Donald Trump won the US presidential election. Mr Trump has criticised Nato and said he hoped for warmer ties with Russia.

France's state of emergency imposed after last year's terror attacks in Paris is likely to be extended, Prime Minister Manuel Valls has told the BBC. He said the measures were needed to "protect our democracy". Mr Valls was speaking on the first anniversary of the attacks by Islamist militants, in which 130 people died.  
US to take Australia asylum seekers on Nauru and Manus Island
Australia and the US have reached a resettlement deal for asylum seekers held in offshore detention centres in Papua New Guinea and Nauru. Under the agreement, the migrants there will be assessed and the most vulnerable will be resettled in the US. About 1,200 people are being held in the asylum centres on Manus Island in Papua New Guinea and on Nauru island.

An earthquake with a magnitude of 7.4 struck central New Zealand just after midnight, the US Geological Survey said, generating a tsunami that hit the northeast coast of the South Island. New Zealand's Ministry of Civil Defense and Emergency Management warned of the risk of destructive waves along the country's entire east coast and urged residents in low-lying areas to evacuate and seek higher ground.

Four Americans were killed in an apparent suicide bomb attack early Saturday at Bagram Airfield, the largest US base in Afghanistan, US Defense Secretary Ash Carter said. Two of those killed were service members, and two were contractors, he said, adding he was "deeply saddened" by the news.
